As you note, since the re-INVITE has no To-tag, it is not part of the
existing dialog, but since its Call-Id is the same as an existing
dialog, it violates section 18.104.22.168. So the UA can do almost anything
it pleases with it. Ideally, it is rejected with "400 Bad Request".
