A third party registration is a REGISTER request sent by one SIP agent
to a SIP registrar to register a different SIP agent as a contact for an
AOR. See section 10.2 of RFC 3261. The From header will be the AOR of
the agent that is creating the registration, the To header is the AOR
for which the registration is created.

A better method would be for each registrar to duplicate all
registrations it received by sending REGISTER requests to all other
