[Sip-implementors] How much effort to do SIP over SCTP based on existing SIP over UDP implementation?

migrating to tcp and sctp takes similar effort..
but if you have only a UDP implementation, then you have to consider
buffering, partial parsing etc. for stream based protocol implementation.
also there could be minor differences in transaction.
